Jeff Frank is the Vice President and General Manager of Fincantieri Bay Shipbuilding (FBS), bringing more than 30 years of extensive shipbuilding experience to the role. He began his career in 1995, as a shipbuilder fabricator and has since advanced through various management positions across all three Fincantieri shipyards in Wisconsin.
His professional journey includes serving as Production Manager at Fincantieri ACE Marine, where he honed his skills in overseeing shipbuilding operations. He then took on the role of leading Production Planning and Control at Fincantieri Marinette Marine, further expanding his expertise in operational efficiency. Most recently, Jeff was the Director of Program Management at FBS, where he played a pivotal role in coordinating and executing shipbuilding projects.
With a strong background that encompasses production, planning, and program management, Jeff is strategically positioned to enhance the integration of Fincantieri’s Wisconsin shipyards. His current focus is on bolstering FBS's capabilities in repair, military, and new construction sectors, all while contributing to the overall growth and success of the Fincantieri Marine Group.
Chief Executive Officer, Fincantieri Marinette Marine
Jan Allman was named the CEO of Fincantieri Marinette Marine in March 2025.
Since 2023, Jan was the Vice President and General Manager of Fincanteri Bay Shipbuilding, where she was responsible for setting business goals and overseeing the three core areas of work at FBS: Repair, New Construction, and Defense.
Prior to leading FBS, Jan was the Senior Vice President for Public Affairs and Community Relations for Fincantieri Marine Group, a position she assumed in July 2021. In this role, Jan worked closely with local leaders and organizations on various projects aimed at promoting the prosperity and growth of the communities in which the company operates. During her time in this role, Jan served on the State of Wisconsin's Legislative Subcommittee on Increasing Offender Employment and was appointed to the Board of Directors (BoD) of the Green Bay Packers in 2020. Jan also served as the Marinette and Menominee Chamber President from 2021 to 2022, was on the Board of Directors for the Northeast Wisconsin Manufacturing Alliance (NEWMA) and received the M&M CoC Ron Wipfli Person of the Year Award in 2022.
Before assuming her SVP role with Fincantieri Marine Group, Jan served as the CEO of Fincantieri Marinette Marine for seven years. During her tenure, she effectively managed the company's partnership with Lockheed Martin, leading to the production of Littoral Combat Ships for the Navy. She also played a pivotal role in securing the Constellation-class Frigate contract. Additionally, under Jan's leadership, construction of similar vessels (MMSC) for the Kingdom of Saudi Arabia was initiated through the U.S. foreign military sales effort.
Notable achievements Fincantieri Marinette Marine received during her tenure includes ISO 14001:2015 Environmental and OHSAS 18001 Occupational Health and Safety Management Systems, 2017 Defense Security Service James S. Cogswell Outstanding Industrial Security Achievement Award, Earned Value Management System (EVMS) validation and numerous Shipbuilders Council of America’s (SCA) and Wisconsin Safety Council (WSC) 2013-2019 Safety Awards.
Prior to joining Fincantieri, Jan served as the Vice President of Global Manufacturing at Navistar Corporation. In this capacity, she and her manufacturing team were instrumental in transforming Navistar's manufacturing landscape. They implemented standardized systems and processes across North American vehicle and engineer manufacturing plants, resulting in improved product quality and increased customer satisfaction.
Jan's career began at the Lima Engine Plant in Ohio, where she joined Ford Motor Company at the age of 19. Over her 26-year tenure at Ford, she held various vehicle and powertrain manufacturing roles with increasing responsibilities. She worked in engineering and production in both the U.S. and Europe, culminating in her appointment as the Chicago Assembly plant manager. As the plant manager, she oversaw the overall operation, safety of the workforce, a substantial annual budget, and significant annual revenue. Jan successfully implemented a lean manufacturing model, launched multiple vehicles, and achieved best-in-class quality while facing rapid changes and complexity.
Jan holds a B.S. in Mechanical Engineering from GMI Engineering and Management Institute in Flint, Michigan. She has been actively involved in numerous industry councils and advisory groups, including the Department of Commerce Manufacturing Council and the National Infrastructure Advisory Council (NIAC). In 2018, she was appointed as Co-Chair to Governor-Elect Tony Evers' Transition Team. Currently, Jan serves on the Board of Directors for the Green Bay Packers, where she contributes her expertise. She also holds the position of President of the Board of Directors for the Marinette Menominee Area Chamber of Commerce. Additionally, she was appointed as a Wisconsin Waterway Commissioner in 2020 and serves on the Green Bay National Estuarine Research Reserve Site Selection Committee, and recently appointed as a Public Member of the Legislative Council Study Committee on Increasing Offender Employment in 2022.
Dario Deste assumed the role of President and Chief Executive Officer of Fincantieri Marine Group, Washington D.C. in August of 2018. Dario was promoted in May 2022 to General Manager of Fincantieri Naval Vessels Division, however he remains the President of FMG.
He was previously the chairman of Fincantieri Australia, a role in which he managed the shipbuilder’s participation in the competitive evaluation process to deliver nine Future Frigates to the Royal Australian Navy.
Furthermore, he is a board member of various Fincantieri companies.
Dario joined Fincantieri in 2007, and was later appointed as the Chief Executive Officer of Fincantieri Marine Systems North America, which is a sustainment company dedicated to research, design and production of marine systems and components in the U.S.
In 1991, he began his executive career in the private industry where he held senior roles in Italy and abroad with major industrial groups such as Fiat Defense, Beretta, BAE System and Leonardo.
Prior to his career in the private sector, Dario served as an Italian naval pilot onboard various ships and naval bases. He also deployed abroad for an extensive period of time to participate in several NATO operations.
In 1983, he was selected to participate in the United States Naval Aviation Program. He became a Naval Aviator - both helicopter and fixed wing aircraft - in 1985.
Dario was born in Rome. After receiving his high school diploma, he attended the Italian Naval Academy in Livorno (1979-1983) where he received his degree in Maritime and Naval Science. He later received a degree in Political Science from the University of Trieste.
In his free time, Dario enjoys playing tennis, sailing and skiing.
Dario is married with a daughter and two sons.
George A. Moutafis was appointed as the Chief Executive Officer of Fincantieri Marine Group on July 1, 2025.
George brings a distinguished track record in both the public and private sectors, as he has more than 25 years of executive experience across strategic planning, program management, and industrial restructuring.
His background includes leadership roles in major defense and manufacturing organizations, most recently as Chief Operating Officer and General Manager of Beretta USA Corp. He also previously held leadership roles within FMG, contributing to innovation and program execution in support of U.S. Navy programs.
His experience in defense and naval manufacturing, combined with his international perspective and his proven ability to drive operational and financial management, aligns with the Group’s strategic direction in response to shifting priorities in the broader U.S. institutional and industrial context.
Moutafis earned his Master’s in Business Administration from Columbia University.
Vice Admiral Hunt graduated from the University of Wisconsin-Madison in 1975 with a Bachelor of Science in Bacteriology. He was commissioned in February 1976 through the Officer Candidate School program in Newport, R.I. He attended Naval Post Graduate School, receiving a Master of Science in Telecommunications Systems Management in March 1988.
Hunt served in USS Sampson (DDG 10), USS Underwood (FFG 36) and USS Roark (FF 1053). As Commanding Officer of USS Crommelin (FFG 37) from August 1993 to May 1995, he deployed as part of the Kitty Hawk Battle Group in support of Korean Contingency Operations. Following his command tour, he served as assistant chief of staff of Operations and Plans for Commander, Cruiser Destroyer Group 2, deploying twice as part of the George Washington Battle Group. He served as Commanding Officer, USS Philippine Sea (CG 58) and air warfare commander for the Enterprise Battle Group from December 1999 to July 2001. In July 2005, he assumed command of Carrier Strike Group Six/John F Kennedy Strike Group. Additionally, he served as Commander, Combined Joint Task Force-Horn of Africa, United States Central Command from April 2006 to February 2007; Commander, U.S. THIRD Fleet from June 2009 to April 2011; and Commander, Naval Surface Forces/Naval Surface Force, U.S. Pacific Fleet from June 2011 to July 2012.
Shore assignments include: assistant professor Naval/Reserve Officers Training Corps Unit, The Ohio State University; communications systems officer for Command, Control, Communications, and Computer Systems Directorate (J6), Joint Staff; executive assistant to Director, Surface Warfare (N86); executive assistant to Deputy Chief of Staff of Naval Operations for Resources, Requirements, and Assessments (N8), and Executive Assistant to the Chairman, Joint Chiefs of Staff. He additionally served as Deputy Director, Strategy & Policy (J5), Joint Staff and Director, Programming Division (N80), Navy Staff. He became Director, Navy Staff in August 2012 and retired from the Navy in November 2013.
Personal decorations include the Navy Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Joint Service Achievement Medal, Navy and Marine Corps Achievement Medal, and various service and unit awards.
Hunt joined Raytheon Company in the position of Vice President, Business Development, Navy/Marine Corps Programs in January 2014 and assumed the role of Vice President for U.S. Business Development in June 2015. He transitioned to Chief Strategy Officer at Fincantieri Marinette Marine in April 2018 and became President, Fincantieri Marinette Marine in July 2019.
